As Director of Acquisitions and Sales at Design and Build Corporation (DBC), Gheorghe Cătălin brings a wealth of experience in business development and strategic planning. With a strong background in consultancy and a proven track record of success in sales and marketing, Cătălin is well-equipped to take on his new role.
Prior to joining DBC, Cătălin Gheorghe worked as a consultant in the real estate industry, advising clients on investment opportunities and helping them navigate complex market conditions. He also served as Sales Manager at a leading construction company in Romania, where he oversaw the development and execution of marketing strategies, resulting in increased revenue and improved market share.
Gheorghe Cătălin holds a Bachelor’s degree in Business Administration from the University of Bucharest and has completed additional coursework in sales and marketing. He is committed to building strong relationships with clients and partners, and is dedicated to providing exceptional service and support throughout the entire sales process.
At DBC, Gheorghe Cătălin will be responsible for leading the acquisitions and sales team, developing and executing sales strategies, and building relationships with clients and partners. Silviu Florin Oancea

Oancea Silviu Florin brings a wealth of experience to his new role as Director of Real Estate Development and Investments at Design Build Corporation (DBC). With a degree in Public Administration from the Nicolae Titulescu University in Bucharest and a background as a technician in construction and public works, Oancea is well-equipped to lead the team responsible for driving DBC’s real estate development and investment initiatives.
Oancea has spent his career honing his skills in marketing and business development, having worked as a Marketing Manager at Procter & Gamble from 2007 to 2014, and as Marketing Director at Walman House since 2014. He is a skilled communicator and strategist, able to develop and execute campaigns that deliver results.
At DBC, Oancea will be responsible for identifying and pursuing new real estate investment opportunities, developing and managing strategic partnerships, and overseeing the successful execution of DBC’s development projects. His expertise in marketing and business development will be invaluable as he works to build DBC’s brand and drive the company’s growth.

Timotei Onoriu is the Chief Financial Officer at DBC, bringing extensive experience in finance and real estate development to the team. Timotei holds a degree in Finance from Facultatea de Finante and an MBA in Financial Accounting from the Academy of Economic Studies in Bucharest. He also completed a degree in Financial Accounting from Harvard Business School.
Prior to joining DBC, Timotei served as CFO at a real estate development firm where he played an integral role in financial management and strategic decision-making.
At DBC, Timotei is responsible for overseeing all financial operations, including budgeting, forecasting, and financial reporting. He works closely with the executive team to develop and implement financial strategies that support the company’s growth and long-term success. With his expertise in financial analysis and management, Timotei plays a vital role in ensuring that DBC’s financial operations are efficient, effective, and compliant with all regulatory requirements.
In addition to his professional work, Timotei is committed to giving back to the community. He is an active volunteer at several local charities and non-profit organizations, where he uses his financial expertise to help those in need. His dedication to improving the lives of others is a testament to his character and values, and is a reflection of the culture of service that DBC embodies.

We are pleased to announce that Onuțu Lohengrin will be joining DBC as the Director of Project Review and Technical Experts Department. With his extensive education and expertise in the construction industry, we are confident that he will be a valuable addition to our team.
Onuțu Lohengrin has a strong educational background in architecture and engineering. He holds a PhD in Architecture, as well as a Master’s degree in Building Services Engineering and a Bachelor’s degree in Architecture. In addition to his formal education, he has also completed numerous certifications and training programs related to various aspects of construction, such as fire safety, mechanical and electrical installations, and risk assessment.
Onuțu Lohengrin brings over 20 years of experience in the construction industry to his new role at DBC. He has worked as a project manager, architect, and technical expert, and has been involved in the design and construction of a wide range of buildings, from residential to commercial and industrial. He has extensive expertise in fire safety and risk assessment, and has served as a verificator for a variety of systems, including mechanical, electrical, plumbing, and gas installations. He has also designed and implemented numerous security systems, including smoke extraction and pressurization, fire detection and signaling, and fire suppression.
At DBC, Onuțu Lohengrin will be responsible for overseeing the Project Review and Technical Experts Department, which provides a range of services to clients in the construction industry. These services include project review, technical consulting, risk assessment, and quality control. Onuțu Lohengrin will bring his extensive expertise and experience to this role, helping to ensure that DBC’s clients receive the highest quality of service and support. We are excited to have Onuțu Lohengrin join our team and look forward to his contributions to our continued success.

Petre Cezar is a civil engineer with a specialization in road construction who has been appointed as the Chief Executive Offices at DBC. He brings extensive experience to the role, having worked for several years as a site manager and completed over 5000 projects in his portfolio.
Currently, Petre works at S.C. Ideal Proiect Architecture & Engineering S.R.L. in Tunari, Ilfov, where he serves as a Railroad, Roads, and Bridges Engineer. In this role, he is responsible for preparing road projects, designing vertical layout systems at SF, PT, DE levels, and providing technical assistance during execution. His expertise also extends to the design, execution, and consulting of roads and civil constructions.
Petre has a Project Management Diploma issued by the Ministry of Labor, Family, and Social Protection and has successfully managed several projects since September 2013. He ensures that solutions adopted are selected based on the customer’s requirements and industry regulations.
Prior to joining DBC, Petre worked at CH2M HILL (Halcrow Romania S.R.L.) in Bucharest as a Roads, Bridges, and Railroad Engineer. Here, he was involved in the design and consulting of various road projects, including the rehabilitation and modernization of DJ 201B and DJ701 – PT+DE, DN1H – SF+PT, and DN 13 E – SF+PT. Petre was also responsible for designing roads leading to industrial stations, vertical layout systems, and parking lots for private clients. He carefully chose the best path for the road network, taking into consideration the existing conditions and improved the geometric elements by correcting the path. Petre Cezar also ensured proper water drainage along the road network by constructing drainage systems, culverts, and alternative solutions such as retention basins. He calculated the road structure dimensions and verified them against frost thaw cycles, as well as created a road signalization plan, both vertical and horizontal.
Petre’s previous experience also includes working at Search Corporation S.R.L. in Bucharest as a Roads, Bridges, and Railroad Engineer. Here, he was responsible for preparing road projects, designing and calculating the structure of the roadways, and assessing the drainage and signalization systems. His extensive experience in road construction and project management make him an excellent choice for the role of Chief Executive Officer at DBC.

Introducing Popa Mircea Lucian, Director of Development for DBC in the Cluj region. With extensive experience in the construction and project management industry, he has made significant contributions to the field. As the administrator at Lucien Solutions since 2015, Popa is responsible for the entire financial and technical management of ongoing projects. He is also currently an Expert Technician at L&M KreativBau GmbH in Frankfurt, Germany, where he closely monitors the company’s construction site activities.
As a self-employed individual, Popa has been actively involved in managing and supervising various projects since 2008. His expertise extends to the construction of parking lots, schools, houses, bridges, and underpasses, as well as the thermal rehabilitation of residential buildings. Popa has also provided technical assistance for designing and constructing projects such as the Regional Center for Excellence and Creative Industries (CREIC) in Cluj-Napoca.
In 2012, he worked as an Expert Technician at the GAL Valea Somesului Association, evaluating projects that received funding from European funds. Popa also has experience in academia, pursuing his doctoral studies in the Department of Structures at the Technical University of Cluj-Napoca. His studies focused on the behavior of columns with a composite section of ultra-high-performance concrete and ordinary concrete.
Before joining Lucien Solutions S.R.L., Popa Mircea Lucian was a Regional Manager and Construction Engineer at TAFFO S.R.L. in Cluj-Napoca. In this role, he led the coordination of activities related to the thermal rehabilitation of 53 residential buildings, in collaboration with the Cluj-Napoca City Hall, the Romanian Government, and the Owners’ Associations.
Popa’s project management experience dates back to 2008 when he worked as a Project Manager and Construction Engineer at Long Bridge International 2006 S.R.L. in Cluj-Napoca. In this role, he ensured that projects were completed on time, within budget, and to the required quality standards. He was responsible for coordinating subcontractors and interpreting plans and estimates.
In 2007, Popa began his career as a Construction Engineer at Cartesian Invest S.R.L. He organized the company’s construction activities and managed the construction of residential block complexes. With his vast knowledge and experience in the field, Popa is a valuable asset to any organization he is associated with.
